Manifest OS Raises $60M to Scale the World’s First AI-Native Law Firm Model

Manifest OS — the company powering the next generation of AI-native law firms with outcomes-based fixed pricing and predictable quality — today announced a $60M Series A at a $750M valuation, the largest Series A in legal technology history. The investors in this round included Menlo Ventures, Kleiner Perkins, First Round Capital, and Quiet Capital. This marks a major step in the company’s mission to end the billable hour and make high-quality legal services accessible to all American businesses and consumers.

THE BILLABLE HOUR IS BREAKING THE SYSTEM

Manifest OS Founder and CEO Dan Mishin knows the broken legal system firsthand. As an immigrant entrepreneur building venture-backed companies, Mishin spent tens of thousands of dollars navigating the U.S. immigration system, from securing an O-1 visa to becoming a U.S. citizen. At every turn, he faced opaque timelines, poor communication, and avoidable errors despite paying premium fees.

He’s far from alone. 80% of American businesses and consumers can’t afford to hire a lawyer when they have a legal need. The primary reason is the prohibitively high cost driven by the archaic billable hour — a model that ties attorney and firm economics to time spent rather than outcomes delivered, and accounts for 90% of all spend across an industry worth roughly $400B in the U.S.

These misaligned incentives create challenges for lawyers working at small and solo practices — which account for approximately 78% of respondents in American Bar Association industry surveys — forcing many to devote up to two-thirds of their time to non-legal work such as administrative coordination and internal operations. Meanwhile, billing rates for legal services have risen at historic levels — up 7.4% on average in 2025 and reaching $3,000 per hour, according to The Wall Street Journal.

“I’ve spent my career as a general counsel for some of the largest tech companies in the world and seen firsthand how the billable hour model creates friction on both sides of the table,” said David Schellhase, Salesforce, Groupon, and Slack’s former General Counsel and a Manifest investor. “Companies want fee transparency, predictability, and speed. Lawyers want to focus on delivering results, not justifying billable hours. Manifest OS’s model and use of advanced technology align those interests in a way the traditional system simply doesn’t.”

The $6B invested in legal technology last year alone largely went toward AI tools that make traditional law firms more profitable without addressing clients’ core problem of pricing opacity. Manifest OS takes a different approach entirely.

THE MANIFEST OS SOLUTION: A LAW FIRM BUILT FOR THE FUTURE

Manifest OS is built on a radical premise: a law firm that reinvests in itself. While traditional firms distribute year-end profits as partner bonuses, Manifest OS powered law firms invest them back into a dedicated R&D engine. This ensures that as technology evolves, the cost of excellent legal services will systematically drop and more businesses and consumers will have access to high-quality lawyers.

“To truly shift the market to outcomes-based pricing and to democratize access to high-quality legal services for clients, we needed to rethink the entire business model of a law firm from the ground up,” said Mishin. “We made the hard choice to not sell our AI software to existing law firms who are often beholden to billing customers more hours as a means to better compensation. Instead, we partner with forward-thinking lawyers to help them become market leaders in their respective practice areas, with AI at their core from day zero.”

Manifest OS incubated its first law firm in the business immigration market under the “Manifest Law” brand as part of the Arizona ABS program1. Manifest OS powers these next-generation law firms through three components:

1) Brand – All firms operate under the unified Manifest Law brand, creating a consistent standard for transparent pricing, service quality, and client experience. That brand signals high-caliber, outcomes-based legal work with centralized quality control.

2) Software – Manifest OS provides an AI-native platform that acts as a single end-to-end solution for client communications, attorney and client collaboration, legal research, document drafting, billing and reporting. Human-supervised AI agents are embedded directly into legal workflows, eliminating non-legal administrative work and standardizing quality. That frees lawyers to focus on delivering a high-touch, human experience and strategic counsel that technology cannot replace.

3) Centralized Back Office – Manifest OS provides centralized operational infrastructure that allows for Manifest-branded firms to achieve the scale of a large law firm. Manifest OS recruits paralegals, admins and legal writers, and trains them to become AI-proficient while handling client intake, business development, quality assurance, billing and collections, all under attorney supervision. Lawyers at Manifest OS-powered law firms focus on legal work and client advocacy, while Manifest OS provides the back-office engine to power the practice.

Because the Manifest model incentivizes efficiency and structures all agreements on fixed-fee or outcomes-based terms rather than hours billed, lawyers can serve more clients and can earn more than they did in their prior law firms without sacrificing quality or control over their work.

THE RESULTS: 18 MONTHS OF GROWTH

Eighteen months in, here are the numbers behind the first Manifest OS-powered law firm:

  • 3,000+ client engagements ranging from startup founders to some of the largest technology companies in the world

  • 100+ immigration attorneys (including co-counsel)2 with an average of 10+ years of experience prior to joining Manifest Law

  • Visa approval rate is 15% higher than the national average3

  • 3x faster client response times than traditional firms4

Demand from lawyers has been just as telling. Out of 5,000+ attorney applicants, fewer than 1% have been accepted for roles as attorneys or co-counsel, as Manifest Law keeps the bar for talent incredibly high.

“Manifest has been an exceptional partner, providing outstanding support across our immigration needs including H-1Bs, PERMs, and EB1As. They move fast, communicate clearly, and consistently bring a high level of care,” said Talon Bartolo, People Ops Manager at Aisera. “Their approach has made our internal processes easier and more efficient, and their strategic guidance has helped us open new immigration paths, lower global transfer costs, and build a stronger long-term talent strategy during a key stage of growth.”

Manifest Law’s Immigration Firm handles numerous types of business immigration cases, including non-immigrant visas and immigrant green cards,5 and has supported over 150 corporate immigration programs ranging from startups to the leading tech companies, as well as individuals looking for legal immigration support.

Through their client portal, individuals and companies have real-time visibility into all their legal matters, including timelines, activity logs, defined milestones, document status, and revision histories, as well as a way to directly communicate with their legal team. Manifest software is deeply integrated with its clients’ HR and recruiting software, creating seamless data flow and providing safety and privacy of its data. Manifest Law’s immigration lawyers use AI agents to streamline case production from document gathering and questionnaires to form filling and drafting. All AI-generated documents undergo multiple rounds of attorney review and final sign-off, ensuring accuracy while reducing the time to prepare and submit a case.

“We’ve shown this works for lawyers and for clients,” said Dan Mishin, Founder and CEO of Manifest OS. “Now we’re going to expand it to unify immigration services globally.”

WHAT THE INDUSTRY MISSED

The legal services market represents one of the largest and least disrupted sectors in the U.S. economy — and top-tier investors are taking notice.

“Manifest OS is taking a differentiated approach to the legal industry by building or supporting a series of AI-native law firms. Manifest OS powers the entire legal practice, from business development to AI tools, and goes after one of the largest market opportunities in the industry,” said Ilya Fushman, Managing Partner at Kleiner Perkins. “Selling AI-native services is where a lot of the industry’s value will be concentrated, and Manifest OS is uniquely positioned to build a category-defining market leader.”

“Choosing a lawyer is often a critical and important decision for companies, but it’s expensive and comes with unpredictable quality. It was clear to us that the right team, building with AI at their core, would offer step-function improvements in both economics and speed,” said Shawn Carolan, Partner at Menlo Ventures. “We found that in Manifest OS they have a deep understanding and respect for legal excellence, an intense sense of urgency, and a relentless pursuit of operational rigor and efficiency. We’re inspired by their opportunity to build a category-defining business here.”
